I think a national cat-swimming policy is exactly what America needs, especially in these troubled times.

I'm not sure. I reckon allowing cats to swim is like opening a whole can of worms. Before you know it all the other domesticated animals will be campaigning for equal rights and what about fish then wanting bicycles?
